His attacks have a big arc, and he takes some time to recover from them. Try to get the Hollow with the axes' attention first. Heading up some steps to your left (facing away from the bonfire area) should be a Large Hollow Soldier with an axe, and in the distance, another Large Hollow Soldier should be making his way toward you with a halberd. You want to start by trying to lure the Starved Hounds in one at a time to get them out of the picture. Once he's dead, you should be able to see a group of enemies below you, so go back to the bonfire and take the nearby stairs down.
